アメリカとキューバが54年ぶりに国交回復


 アメリカとキューバが7月20日、互いの首都に大使館を再開設し、1961年の国交断絶以来54年ぶりに国交を回復させました。アメリカとカリブ海に浮かぶキューバは、海を隔てた隣国でありながらも半世紀以上にわたって対立してきました。今回の国交回復によって両国が敵対関係を解消し、新たな歴史の幕開けが期待されています。


【Complicated history between the U.S. and Cuba】
The United States and Cuba reached an agreement to restore diplomatic relations on July 20, 2015, and reopened embassies in each other's capitals for the first time in 54 years. Though the U.S. and Cuba are neighbors across the sea, diplomatic ties between the two countries have been frozen for more than half a century. The U.S. and Cuba are moving toward normalization of relations. A new era in U.S.-Cuba relations is expected.

アメリカとキューバが54年ぶりに国交回復 - 激動の歴史を歩んできたキューバ -
 キューバの面積は本州の約半分の10万9800平方㎞、そこに約1126万人の人々が暮らしています。この小国キューバが歩んできた歴史は激動の歴史といえます。
 1492年にコロンブスによってキューバが発見され、1511年にスペインの支配下に置かれました。スペインの植民地となったキューバでは、サトウキビ栽培やタバコの生産が盛んになっていきました。しかし、宗主国スペインに対して農場主らが抵抗し、1868年から10年に及ぶ第1次独立戦争が起こりました。さらに1895年に第2次独立戦争が勃発し、1898年にアメリカが参戦し、第2次独立戦争はアメリカとスペインの米西戦争へと発展しました。
 戦争はアメリカ側の勝利に終わり、キューバは1902年に共和国として独立しました。しかし、アメリカは戦争の代償を求め、キューバへの内政干渉が続きました。現在でもキューバにあるアメリカのグアンタナモ基地は、この時の租借が続いているのです。

■Turbulent history of Cuba
The total area of Cuba is approximately 109,800 km2, and the country has a population of 11.26 million. Cuba is a small country with a tumultuous history.
Christopher Columbus discovered Cuba. It came under the control of Spain in 1511. Sugarcane and tobacco were important crops in Cuba under Spanish rule. After peasants took up arms against the colonial controls, the first war of independence against Spain broke out in 1868. The Second War of Independence broke out in 1895, and then the U.S. declared war against Spain in 1898. The Cuban War of Independence escalated into the Spanish–American War.
The United States won the war, and Cuba gained formal independence as the Republic of Cuba in 1902. Despite Cuba’s independence, the U.S. has continued to intervene in the affairs of Cuba. The Guantanamo Bay naval base has been leased to the U.S. since then.

 独立後、キューバは事実上アメリカの保護国としての歩みを余儀なくされました。当然、何度となく独立を模索しましたが、アメリカが介入して鎮圧されてきました。
 こうした中、1940年に軍人のバティスタが大統領に就任しましたが、1944年の総選挙で敗北し、アメリカのフロリダに逃亡しました。1952年の軍事クーデターで大統領に返り咲いたバティスタは、アメリカ政府や企業の力を借りて親米独裁政権を樹立しました。
 この結果、キューバにアメリカ企業の資本が流れ込み、その影響力は以前にも増して拡大していきました。アメリカを優遇するバティスタ政権に対し、国民の怒りが爆発します。これが後に「キューバ革命」と呼ばれる武装蜂起につながります。

■American-friendly Batista regime came to power after the war
Cuba virtually became a U.S. protectorate. Cuba failed to become independent due to U.S. opposition.
Fulgencio Batista was elected president in 1940, and served until 1944. After finishing his term he lived in Florida, USA, returning to Cuba to run for president in 1952. He returned to power in a military coup in 1952 with the support of the U.S. government and American companies.  As a result, U.S. capital flowed into Cuba, and the U.S. exercised substantial political influence. Because Batista remained a friend of the U.S., public anger exploded. This led to an armed uprising called "Cuban Revolution" later.
アメリカとキューバが54年ぶりに国交回復 - カストロによるキューバ革命 -
 フィデル・カストロを指導者とする1953年の蜂起は鎮圧され、カストロは投獄されました。その後、恩赦でメキシコに亡命したカストロは、亡命先でアルゼンチン出身の医師チェ・ゲバラなどと意気投合し、革命を目指して秘密裏にキューバに帰国しました。潜伏中に勢力を拡大させたカストロは1959年1月、バティスタを国外逃亡に追い込みキューバ革命を成功させました。
 カストロは政権成立直後からアメリカ企業の国有化など、アメリカと敵対する政策を推し進めました。社会主義陣営の盟主ソ連(現ロシア)は、東西冷戦下にあってアメリカと敵対するキューバに接近し、1960年に国交を樹立しました。

■Cuban Revolution conducted by Fidel Castro
In 1953, the revolt led by Fidel Castro was suppressed, and then he was imprisoned. After being released by an amnesty, Castro was exiled to Mexico City. While in Mexico, he met Argentine physician Che Guevara. He began organizing an expedition against Batista, and returned to Cuba. His revolutionary regime was successful in overthrowing Batista from power in January 1959.
After Fidel Castro seized power, the Castro regime expropriated U.S. properties and investments. In 1960, the socialist camp headed by the Soviet Union (now Russia) established diplomatic ties with Cuba, an enemy country of the U.S., during the Cold War.

- 核戦争に近づいた「キューバ危機」 -
 アメリカは、キューバに親ソ連政権の誕生を許すはずはありません。1961年に国交を断絶し、キューバに厳しい経済制裁を科しました。この時の国交断絶が54年にわたって続けられてきたのです。
 キューバは反アメリカを鮮明にし、1962年にはソ連がキューバにミサイル基地の設置を進めました。アメリカのケネディ大統領は、ミサイルの搬入を阻止するために海上封鎖を実施しました。東西両陣営を代表する米ソ間で、核戦争も辞さないという一触即発の状態に陥ったのです。この出来事を「キューバ危機」と呼んでいます。
 キューバ危機は、両国間で折衝を重ねた結果、最後にソ連がミサイルを撤去したことで危機は回避されました。

■"Cuban Missile Crisis",closest to nuclear war
The United States was angry about their diplomatic relations. It severed all diplomatic relations with Cuba in 1961 and began imposing sanctions against it. It has been more than 54 years since then.
Cuba expressed anti-Americanism. The Soviet Union started constructing a missile base in Cuba. President John F. Kennedy decided that the United States established a military blockade to prevent missiles from Cuba. The United States and the Soviet Union fell into a touch-and-go situation where a nuclear war might break out at any moment. This is called "Cuban Missile Crisis.”
As a result of extensive negotiations between the United States and the Soviet Union, the Soviet Union removed nuclear missiles from Cuba.

- 冷戦終結以降のキューバ -
 その後、キューバはソ連などの援助を受けながら一党独裁の社会主義体制のもと、貧富の格差を少なくして無料で教育や医療を受けられる国を目指しました。冷戦終結後は、ソ連という後ろ盾を失い、経済制裁の影響もあって経済危機に見舞われました。カストロは、政治体制は維持するものの、一部民営化など自由主義的な改革の導入で対応しました。
 2008年、カストロは病気によって引退し、弟のラウル・カストロに政権が引き継がれます。ラウル・カストロは、市場主義や成果主義などを取り入れた経済改革を進め、外国からの投資拡大にも力を注ぎました。アメリカとの国交回復を急ぐ背景には、国内事情が反映しているのです。
 一方、アメリカはブッシュ前大統領の時代まで制裁措置を強化してきました。しかし、オバマ大統領はこれまでの強硬な対キューバ路線を変更し、キューバとの対話路線を重視します。2009年には、キューバ系アメリカ人のキューバ訪問や送金に関する制限の撤廃。2011年には二国間の移民協議や直接郵便サービス再開に関する協議。そして、2013年からは、ローマ法王の仲介で国交回復に向けての事前交渉を続け、昨年12月に国交正常化交渉に入ったことを発表しました。

■Cuba after the end of the Cold War
Cuba became a one-party socialist state with help from the Soviet Union. Reducing the gap between the rich and the poor, Cuba aimed to provide free medical care and free education for Cubans. The collapse of the Soviet Union led to an economic crisis in Cuba. The focal point of Castro’s economic reforms is an attempt to revitalize the Cuban economy through a state-capitalism.
In 2008, Fidel Castro resigned because of illness and handed over power to his brother Raúl. Raúl enacted democratic reforms, and adopted market-based economics. Cuba expanded trade and overseas investment. Cuba rushed to restore diplomatic relations with the U.S. to seek the better economic situation.
On the other hand, President George W. Bush imposed tighter economic sanctions on Cuba. Recently, under President Barack Obama, the U.S. is taking action to chart a new course in relations with Cuba. In 2009,
President Obama lifted restrictions for Cuban Americans to travel and send remittances to their families in Cuba. In 2011, Cuba and the U.S. held talks on immigration and postal service. The Pontiff had played a crucial role in smoothing the path to negotiations between Cuba and the U.S. since 2013, and then the U.S. and Cuba started talks to normalize relations last December. The United States and Cuba are moving toward normalization of relations for the first time in more than fifty years.
アメリカとキューバが54年ぶりに国交回復 - 両国首都に大使館が再設置 -
 ラウル・カストロ国家評議会議長とオバマ大統領は2015年4月、中米パナマで国交断絶以来初めての首脳会議を実施し、5月にアメリカはテロ支援国家指定を解除しました。そして7月20日、両国は相互の首都に大使館を再び開設し、1961年の国交断絶以来54年ぶりに国交を回復しました。
 両国は国交を回復しましたが、まだ克服すべき課題も残されています。国交回復でアメリカの対キューバ禁輸措置が全面的に解除されたわけではありません。一方、キューバは政治体制の維持を表明しているため、アメリカは民主化や人権問題の改善を求めていく方針です。まだ両国の間に克服すべき問題が残されていますが、近くて遠かった両国が今後どのように関係強化を図るのか注目したいものです。

■Reopened embassies in each other's capitals
US President Barack Obama and Cuban President Raúl Castro have met at the summit in Panama, the first formal talks between the two countries' leaders in half a century. Cuba was officially removed from the list of State Sponsors of Terrorism in May. For the first time since severing ties in 1961, they reopened embassies in each other's capitals. Cuba and the United States restored diplomatic relations on July 20, 2015.
Some challenges remain. President Obama did not completely end the U.S. embargo of Cuba. The United States would continue to raise concerns about democracy and human rights in Cuba, because Cuba will not change its political system. They still have to overcome many difficult issues between the two countries. The future of their relations is collecting a lot of attention.
