増え続ける「非正規雇用」の現状と課題

【バブル崩壊以降、日本型雇用形態が大きく変化】
 1990年代初頭から始まったバブル経済の崩壊で、日本は深刻な不況に見舞われました。多くの企業は人件費削減のため、中高年従業員の整理・解雇や新卒者の採用を抑制したために「就職氷河期」と呼ばれました。また、日本型雇用の特徴とされる終身雇用や年功序列賃金などが変わり、非正規雇用という雇用形態が目立つようになりました。現在も増加し続ける非正規雇用の現状と課題について考えてみました。

【Japanese-style employment system has changed significantly since the burst of the economic bubble】
  Japan suffered a prolonged recession after the burst of the economic bubble in the early 1990s. Many companies made personnel cutbacks of middle-aged and older workers and curbed fresh recruitment to reduce labor costs. It is known as the "employment ice age." The Japanese lifetime employment system is going to collapse while the number of non-regular employees is increasing. We will see the current status and issues of non-regular employment.

増え続ける「非正規雇用」の現状と課題 - 非正規雇用労働者の割合は37.9% -
 総務省統計局の2018年の労働力調査によると、役員を除く全雇用者5596万人のうち非正規雇用者は2120万人と働く人の37.9%を占めています。非正規雇用労働者はバブル崩壊後の1994年頃から増加し続けています。雇用環境の変化は、雇用の多様化と表現されることもありますが、その実態は非正規雇用の増加に集約されます。
 非正規雇用労働者とは、パートやアルバイト、派遣社員、契約社員、嘱託として働く人たちのことです。その約70%は、パートやアルバイトと呼ばれている一週間における所定労働時間が短い労働者です。
 派遣社員とは、労働者が人材派遣会社と労働契約を結んだ後、人材派遣会社は派遣契約を結んでいる企業に労働者を派遣し、労働者は派遣先企業の指揮下で働きます。二つの企業が関係する複雑な労働形態のためにトラブルが起きやすく、「労働者派遣法」などで派遣労働者のためのルールが決められています。
 契約社員は、企業と労働契約時に雇用期間を定め、契約期間が満了になれば労働契約は自動的に終了します。雇用期間は原則として最長3年とされ、両者が合意すれば更新は可能です。ただ、労働条件は正規雇用者と異なる場合があります。
 嘱託社員も契約社員と同様に有期の雇用契約です。しかし、契約社員のほとんどがフルタイムであるのに対し、嘱託社員は短時間勤務や非常勤勤務もあります。定年退職後の再雇用者や医師や弁護士などの専門職が多く占めています。

- Non-regular employees account for 37.9% -
 According to the 2018 Labor Force Survey by the Ministry of Internal Affairs and Communications, the number of employed persons excluding executives of a company or a corporation, was 55.96 million. Among them, the number of non-regular employees was 21.2 million, accounting for 37.9%. The number of non-regular employees has been increasing since around 1994 after the burst of the economic bubble. Changes in the employment environment are sometimes described as diversification of employment types. In actual fact, non-regular employment has increased.
 Non-regular employees include part-time workers, side-job workers, dispatched workers provided by temporary employment agencies, contract employees and entrusted employees. Approximately 70% of them are part-time workers whose prescribed weekly working hours are short.
 Dispatched workers sign a labor contract with temporary employment agencies, and they are dispatched to client companies by temporary employment agencies. Dispatched workers work under the instructions of client companies. Under such circumstances, various troubles often occur. To achieve protection and stable employment of dispatched workers, the “Worker Dispatching Act” was established.
 A contract employee is a person hired for a predetermined time, for a predetermined price. An employment contract must be for a period of 3 years and it is renewable if necessary. However, Essential working conditions may differ from regular employees.
 Entrusted employees are also fixed-term workers. Entrusted employees mainly include persons re-employed after retirement and professionals such as doctors and lawyers.
増え続ける「非正規雇用」の現状と課題 - なぜ非正規雇用労働者が増えたか -
 非正規雇用労働者が増え続けているのは、バブル崩壊後の不況で各企業は内外の厳しい企業間競争を生き抜くため、賃金など労働コストの低い非正規雇用労働者を積極的に活用し始めたからです。さらに、先行き不透明な経済状況に対し、労働者の増減が容易な非正規雇用労働者を採用することで雇用の調整を図り、経済状況の変化に対応できる体制を作ることで企業経営の安定を目指しました。そして、労働者派遣法の改定で派遣労働者を利用できる業務範囲が拡大されたため、非正規雇用労働者を利用し易くなったことも大きな要因です。非正規雇用の拡大で、時間的制約の多い主婦などにとって、自分の都合に合わせたパートやアルバイトが可能になりました。将来、起業家を目指す人や専門的な知識や技能を持つ人は、異なる会社で経験を積み重ねることでスキルアップの向上が望めます。
 しかし、全体から見ると非正規雇用という雇用形態を望む人は少数です。2018年の労働力調査によると、正社員として働く機会がなく、非正規雇用で働いている人(不本意非正規)の割合は非正規雇用労働者全体の12.8%となり、このうち25歳から34歳の人の割合は19.0%にも達しています。非正規雇用労働者の多くは、正社員とほぼ同じ仕事をこなしても給与は低く抑えられ、昇給や賞与はほとんど期待できません。しかも、短期間の労働が多いためキャリアアップにつながりにくく、将来の展望を描くことが困難です。

- Cause of the increase of non-regular employment -
 After the burst of the economic bubble, domestic or global competition brought increased pressure on Japanese companies to generate profits. Furthermore, in order to ensure stability of the companies, they hire non-regular employees to make employment adjustment and establish a system to respond to changes in economic conditions. The Worker Dispatching Act was revised to remove restrictions on the industries and jobs that could be served by temporary employment agencies. Even busy housewives became capable of working part-time at their own convenience. Entrepreneurs and those who have specialized knowledge and skills can improve their abilities and gain experience by moving from one company to another.
 The number of people who want to be hired as non-regular employees is relatively small. According to the 2018 Labor Force Survey, the ratio of employees who were unwillingly working as non-regular employees was 12.8% of all non-regular workers, and 19% of them was in age groups 25-34. Though many non-regular employees do almost the same job as regular company employees, they are paid less than regular employees, and opportunities for pay raises and bonuses are often fewer than those of regular employees. In addition, a lot of short-term work would not enable them to advance their careers. They are difficult to see bright prospects for the future.

- 就職率は高水準を維持しているが? -
 近年、空前の人手不足に悩む産業界などの要望で、2018年に出入国管理法が改正され、外国人が日本国内で主として単純労働に就くようになりました。国内の就職戦線も好調で、文部科学省と厚生労働省の2019年5月の調査によると、3月卒業の大学生の就職(内定)率は97.6%で、前年同月比0.4ポイント減ながら調査開始以来2番目に高く、引き続き高水準を維持しています。高校卒業生も数字は異なるものの、同様の傾向を示しています。
 このように雇用状況は好転し、減少していた正規雇用労働者は2015年に8年振りにプラスに転じ、それ以来増加し続けています。しかし、非正規雇用労働者は1994年以降、現在まで緩やかに増加し続けているのが現実です。

- The maintenance of high employment levels -
 Japan is facing a shortage of labor. Under the amended Immigration Control and Refugee Recognition Act in 2018, foreign nationals are engaged in designated sectors to address a severe labor shortage in Japan. Japan's employment situation has been improving. The employment rate of jobseekers who graduated from universities stood at 97.6 percent (down 0.4 percentage points from the previous year), as of May 2019, released by the Ministry of Health, Labour and Welfare, and the Ministry of Education, Culture, Sports, Science and Technology. It was the second highest on record. A similar tendency can also be seen concerning high school graduates.
 The number of regular employees increased in 2015 for the first time in eight years. It has been increasing since then. On the other hand, the number of non-regular workers has been increasing moderately since 1994.

- 自らの適性を知り、自己実現を図ろう -
 新卒者の多くは、労働条件に恵まれ、安定した将来を約束してくれると思われる企業への就職を望んでいます。近年、企業を取り巻く環境は大きく変化し、新規採用の条件として高い専門性や語学力などが要求されています。各企業は国内での競争にとどまらず、世界規模で展開しているのが現状です。国内市場が縮小する中、海外でいかに競争に打ち勝つかが生き残るための必須条件になっています。このため、優秀な外国人を正社員として採用する企業も増えています。中小企業にも多くの優良企業があり、世界に羽ばたくオンリーワン企業を目指しています。
 さいわい就職事情は好転していますが、求められているのは厳しい企業環境に対応できる人材です。非正規雇用労働者として不満を抱えながら働く人の多くは、就職した企業とのミスマッチで離職した人が目立ちます。自分の過去を振り返りながら適性や能力をじっくりと見据え、大企業や中小企業の枠を超えて将来の自己実現のためにどのような企業で、どのように働くかを考えることが重要です。

- Seek your own aptitude and realize your potential -
 Many new graduates want to work for a company that has a great working environment and offers them a more stable future. The business environment surrounding enterprises is changing significantly, and they want to secure human resources who possess special skills or foreign language ability. The domestic market is on a contracting trend. Japanese companies are now looking toward external demand. As a prerequisite for beating the global competition, more companies are hiring foreign regular employees. In Japan, there are a lot of excellent mid-sized enterprises who want to succeed in the world.
 Though the employment situation is getting better, the ability to endure a severe working environment is required. It is important to look back on your past and take a good look at yourself, your aptitude and ability for the future self-realization.
