東京五輪、ドーピング問題でロシア選手団を除外

 世界反ドーピング機関(WADA World Anti-Doping Agency)は昨年12月9日、スイスのローザンヌで常任理事会を開き、ロシアが提出したドーピング問題の調査に関し、大規模な改ざんが行われているとしてロシア選手団や政府関係者を今後4年間、五輪・パラリンピック、世界選手権などの主要国際大会から除外すると発表しました。ロシアのドーピング問題は、今年夏の東京五輪・パラリンピックに暗い影を落とすことになりそうです。

 At the World Anti-Doping Agency's (WADA's) Executive Committee meeting in Lausanne, Switzerland on December 9, 2019, WADA's Executive Committee decided to ban Russian athletes from participating in international competitions for four years for tampering with doping tests. The doping problem will cast a dark shadow on the 2020 Summer Olympic and Paralympic Games in Tokyo.

 オリンピックでドーピングが注目されるようになったのは、1960年のローマ五輪で自転車ロードレースの選手が興奮剤を使用し、競技中に急性心不全を起こして死亡する事故が起こったためです。この結果、スポーツ界はドーピングを軽視できなくなり、1968年のグルノーブル冬季五輪とメキシコ夏季五輪から、国際オリンピック委員会(IOC)主導でドーピング検査が導入され、アンチ・ドーピング活動が行われるようになりました。2000年のシドニー五輪から、これまでの尿検査だけでなく血液検査も行われるようになりました。
 しかし、その後もドーピング違反者が相次ぎ、99年にIOCから独立してWADAが設立され、日本でも01年に日本アンチ・ドーピング機構(JADA)が設立されました。WADAは世界のスポーツ界のドーピング根絶のために、各国と協力して危険薬物リストの作成やドーピング違反罰則などの統一基準を設けました。04年のアテネ五輪で、WADAが策定した基準が初めて採用され、24件の薬物違反が摘発されました。WADAの違反摘発は勧告として扱われ、それを受けたIOCなどの団体が違反者の処分を決めていました。

- WADA's approach to doping -
 The first occasion on which the doping came to the public attention was during the 1960 Rome Olympic Games when the cyclist died during the time trials following his use of amphetamine. The sporting world took this incident very seriously, and it prompted an official doping testing system to be established. The International Olympic Committee (IOC) conducted the first official drug tests on athletes competing in the 1968 Winter Olympic Games in Grenoble and the Summer Olympic Games in Mexico City. Blood tests were introduced alongside traditional urine tests on athletes at the 2000 Sydney Olympic Games.
 However, even after that, the number of doping offenders continued to increase. The World Anti-Doping Agency (WADA) was established in 1999. It is designed to work independently of the IOC. JADA, the Japan Anti-Doping Agency, was established in 2001. WADA's anti-doping rules were adopted as the global standard to apply to all sports, and the basic principles for anti-doping activities were established. The World Anti-Doping Code was first adopted at the 2004 Athens Olympic Games. There were 24 doping infractions reported in Athens. The IOC took action in response to the WADA's advice on doping violation.

- ロシアのドーピング違反とは -
 ロシアのドーピング疑惑は、2014年12月にドイツの放送局が報じたドキュメント番組で発覚しました。この中で、ロシアの陸上選手がドーピング検査担当者にお金を渡してデータの改ざん依頼や、検査機関の担当者が検査結果を「シロ」にする代わりにお金を要求する様子などが報じられました。あまりに衝撃的な内容だったため、WADAは独立委員会を設置してドイツの報道が事実か調査しました。
 調査した独立委員会の報告書には、外国から抜き打ち検査に訪れた検査官を警官が監視や妨害したり、抜き打ちであるはずの検査の日程をロシア反ドーピング機構(RUSADA)が事前に選手に教えたり、保存すべき尿や血液の検体のすり替えや処分に司法当局が関わるなど、ロシアの組織的ドーピング違反が記されていました。報告を受けたWADAは15年11月、ロシアの組織的ドーピングに対してRUSADAとモスクワの分析機関を資格停止にし、IOCと国際パラリンピック委員会(IPC)にリオデジャネイロ五輪からロシアの除外を勧告しました。IOCは各国際競技団体に判断をゆだね、潔白が証明された選手のみロシア選手として参加を認めましたが、IPCは参加を認めませんでした。
 その後、ロシアのドーピングの実態が次々に明らかになり、IOCもロシアオリンピック委員会を資格停止にし、18年2月の平昌冬季五輪ではオリンピック・パラリンピックともロシアとしての参加を認めず、潔白が証明された選手のみ個人資格で参加しました。

- Russia's Doping Violations -
 The German broadcaster first put a spotlight on Russia's widespread doping scandal in December 2014. The documentary claimed that Russian officials systematically accepted payment from athletes to cover up tests. They also requested money from athletes for concealing positive tests. WADA set up an independent commission to investigate allegations made in a German TV documentary about Russian athletes.
 WADA's Independent Commission reported that Russian police prevented World Anti-Doping Agency inspectors from accessing doping data, or obstructed a doping investigation. Russian doctors and athletes worked together to evade drug tests and to swap out tainted urine samples. Russian authorities operated a state-sponsored doping program. RUSADA and a Moscow laboratory were suspended in November 2015 after a WADA-commissioned report outlined evidence of massive state-backed, systematic doping in Russia. The International Olympic Committee (IOC) and The International Paralympic Committee (IPC) were recommended by WADA to issue a blanket ban on Russian athletes in the 2016 Rio de Janeiro Olympic Games. The IOC left it to individual International Federations (IFs) to decide which athletes should be allowed to compete. The IPC banned all Russian athletes from competing at the 2016 Rio de Janeiro Paralympic Games.
 After that, doping in Russia was revealed one after another. The IOC suspended the Russian Olympic Committee. Russia was not allowed to participate in the Pyeongchang Winter Olympics Games in February 2018. Athletes with no drug violations and a consistent history of testing were allowed to compete.
東京五輪、ドーピング問題でロシア選手団を除外 - RUSADAのデータに改ざんの跡 -
 18年4月の規定改定によって、WADAの決定が世界各国のオリンピック委員会や国際パラリンピック委員会、各国際競技団体などに対して強制力を持つことになりました。
 これを機に、WADAは18年9月にロシアの疑惑の全容解明に向けて、ロシアが組織的ドーピングの事実を認めることやモスクワの分析機関のデータ提出などを条件に、3年ぶりにRUSADAとモスクワの分析機関の資格停止を解除しました。ロシアは事実上ドーピング違反については認めましたが、18年末の予定より遅れて19年1月に提出されたモスクワの分析機関のデータには、数百カ所でドーピング違反が疑われる分析結果の改ざんや捏造が確認されました。大幅な改ざんが行われた背景に、モスクワの分析機関がロシア政府や治安機関の管理下にあることが関係しているのではという見方も出ています。
 WADAは昨年12月9日、データ改ざんや捏造などに対する処分としてRUSADAを再び不適格組織とし、ロシア政府関係者や選手団の夏季・冬季五輪、パラリンピックや主要国際大会から4年間除外することを決めました。さらに主要大会の開催や招致活動も禁止され、国旗の使用も禁止されました。潔白が証明された選手については、個人資格で参加する道は残されました。ただ、平昌五輪に個人資格で参加したロシア選手2人がドーピング違反で失格になっており、東京五輪では厳格なチェック体制の担保が求められています。

- Signs of tampering with data from RUSADA -
 Under regulation adopted in April 2018, WADA has administrative authority over the International Olympic Committee, the International Paralympic Committee and international sports organizations around the world.
 The ban on RUSADA and Moscow laboratory was lifted by the World Anti-Doping Agency (WADA), for the first time in 3 years subject to various conditions. Russia admitted there were instances of doping use. However, hundreds of doping data submitted by the Moscow laboratory in January 2019 were altered or deleted. The data should have been submitted by the end of 2018. Moscow laboratory is under suspicion due to its being closely aligned with the Russian government and security services.
 On December 9, 2019, WADA decided to exclude Russia from the Summer and Winter Olympics, Paralympics and major international competitions for four years including the 2020 Tokyo Olympic Games. WADA suspended RUSADA again. In addition to the ban on the Russian flag being flown at competitions, WADA also barred Russia from hosting or bidding to host any major sporting event. Individual Russian athletes who can prove their innocence are permitted to participate. Two Russian athletes permitted to participate in the 2018 Winter Olympic Games in Pyeongchang were disqualified for doping violations. The strict anti-doping methods will be required at the Tokyo 2020 Olympic Games.

 ロシアのプーチン大統領は「この処分はロシアを標的にした政治的なもので、オリンピック憲章に反する」と強く批判し、国家として東京五輪への出場が認められるべきだと主張しています。そして、ロシアはWADAの決定を不服として、スイスに本部を置くスポーツ仲裁裁判所(CAS)に提訴しました。CASの最終的な判断は、3月から4月ごろになるとみられています。
 IOCは、今年の東京五輪・パラリンピックをクリーンな大会にするため、昨年新設した独立検査機関を中心に過去最大規模の事前検査を行う方針です。JADAも特別チームを作り、最新の検査機器を導入してドーピング検査に臨みます。今年の東京五輪こそ、スポーツ界を揺るがしてきたドーピング問題を根絶し、スポーツの素晴らしさ、その可能性を再確認する大会であってほしいものです。

- Russia appeals Olympic ban to Court of Arbitration for Sport -
 Russian President Vladimir Putin said that Moscow had grounds to appeal a decision by the World Anti-Doping Agency to bar Russia from major sporting events, a move he said violated the Olympic charter. He insisted Russia's athletes should be allowed to compete under the Russian flag in the Tokyo Olympic Games. Russia's appeal against WADA is referred to the Court of Arbitration for Sport (CAS). CAS's final judgment will be expected in March or April this year.
 For the protection of clean sport, the International Olympic Committee launched an international anti-doping inspection agency that is independent from governments and international sports organizations last year. JADA formed a team to promote anti-doping strategies within Japan. Specific activities include conducting doping tests on athletes attending international multi-sport events such as the Olympic Games. It is collaborating closely with related bodies to implement a range of anti-doping activities including doping control during the Games. The Tokyo 2020 Olympic Games aim to provide the world with a legacy of clean sports through its Games operations. It is expected that the brilliance of the athletes will radiate around the globe, providing the world with a legacy of clean sport.
